The Imperial Palace is located in the center of Tokyo next to the Tokyo Station. It is surrounded by a moat.

2024-02-16: We took the subway over to the Tokyo Station area, and eventually we found our way out of the building. We were going to walk around inside the walls of the Imperial Palace, but the gardens were closed. So, we walked around the moat outside instead. I was looking very closely for the smew, but I did not consider to look for the female which I realized that I saw later...
2024-02-17: En Route to the Haneda Airport, it was decided to try the Imperial Palace East Garden. The garden was closed on the previous day. We walked around in Tokyo Station to try and find a locker to put our bags in, but the lockers were full. So, we ended up dragging our bags behind us into the garden.
